EvPeriodic::__constructConstructs EvPeriodic watcher object

public EvPeriodic::__construct(
     float $offset ,
     string $interval ,
     callable $reschedule_cb ,
     callable $callback ,
     mixed $data = null ,
     int $priority = 0
)

Constructs EvPeriodic watcher object and starts it automatically. EvPeriodic::createStopped() method creates stopped periodic watcher.
